South Korea to Toughen Military Training Rules

The Military Manpower Administration (MMA) has announced its plans to strengthen the fulfillment of military duties of social service personnel to address the serious decrease in military resources.

On May 28, a notice titled “Partial Amendment of the Regulations on the Dispatching of Social Service Personnel” was posted on the MMA’s legislative and administrative notice board.

The MMA plans to strictly limit the scope of those excluded from military education to reinforce the obligation of military service as social service personnel.

Additionally, they announced plans to improve and supplement some deficiencies in the operation of the system, such as adding criminal records (drug offenses) to provide information to the heads of service agencies.

MMA stated they would add drug offenses to the list of crimes which is to be reported to service agencies and clearly define the five targets for adjustment according to the crime.

They also plan to abolish the application (inspection) system for those excluded from military education.

In line with the Military Service Act, they aim to remove duplicate listings of the National Intelligence Service from the range of service agencies restricted for direct descendants of reporting obligations and abolish the exclusion of those returning (including discharge) from military education due to repeated diagnoses. This will eliminate the standards for excluding military education for returnees (including those discharged).

The MMA plans to receive opinions on these amendments until the 17th.
